Item Commercial Soya Bean Farming and Livelihood of Members of Alito Joint Farmer’s Cooperative Society Limited: A Case of Alito Sub-County, Kole District(Lira University, 2022) Oboi, Alex; Obonyo, Jimmy FrancisBackground: This study established the contribution of commercial soya bean farming to livelihood of AJFCSL with specific objectives to established the contribution of commercial soya bean farming in promoting saving culture; Strengthening social networks; building social trust; and analyzing relationship between commercial soya bean farming and family stability. Methods: The study adopted a descriptive research design and used both quantitative and qualitative approaches. Conducted in Alito sub-county, a sample size of 155 respondents was considered in the study that had more farmers (96.77%) who were mainly married (74.84%) and comprising of more females (56.13%). Data was analyzed using thematic analysis for qualitative study, and IBM SPSS version 23 for quantitative study from which a linear regression analysis helped in establishing how commercial soya farming contributed to social capital of farmers in Kole district. Findings: The findings reveal that saving culture is -0.2 points and -0.178 points lower among soya bean farmers who do not use modern technology and do not own storage facilities, respectively; that social network is 0.637 and 0.423 points high among farmers who cultivate soya bean on acres between 1-5 and 5-10, respectively; and is 0.326 points higher for average yields of over 6,000kgs; that social trust is -0.298 points lower among soya bean farmers who do not use of modern technology; and that family stability is 0.440 points 0.475 points higher among farmers who cultivate soya bean on between 1-5 acres and 6-10 acres. Conclusion: The study concludes that non use of appropriate technology and non-ownership of storage facilities lowers the household prospects in saving culture; that planting more acreage; and getting better yields of soya bean strengthen social networks of farmers; that non-use of modern technology reduces social trust for farmers; and that there is a positive relationship between more acreage of soya bean cultivation and family stability. Recommendations: The study recommends the introduction of subsidized tractor-hire services; building of storage facilities; and awareness creation among members of AJFCSL. Further research can be considered on the relationship between commercial soya farming and other forms of livelihood capitals of farmers. Key words: Commercial Soya Bean, Farming, and Livelihood of Members.Item Decentralisation and political empowerment of citizens in Karamoja, Uganda(Commonwealth Journal of Local Governance, 2023) Obonyo, Jimmy Francis; Muhumuza, WilliamFor centuries, centralisation was the dominant model of governance in most parts of the developing world. However, since the mid-1980s many countries in Africa have adopted decentralisation owing to the failure of centralisation to deliver public goods to citizens. In 1992, Uganda adopted decentralisation policy reforms to give ordinary citizens more control over their own administration and development agenda. This article reports case study research conducted in Karamoja, Uganda to establish the extent to which decentralisation reforms have indeed empowered local people. Research findings revealed mixed results. Although decentralisation resulted in the creation of the local government system, which in principle offers representational governance for different interest groups in local communities, ordinary citizens have fallen short of being politically empowered. State–society power relations have remained unaltered in favour of local elites. The authors contend that for political empowerment of citizens to be achieved, there is a need to devolve a considerable amount of autonomy to local governments and review the law to make local elites subordinate to citizen representatives. The objectives of the study were: Find out the effect of goal setting on education service delivery in Pakwach district, examine how identification of priorities affect primary service delivery in Pakwach district, examine the effect of public participation in program implementation of primary education service delivery in primary schools in Pakwach district, and examine the effect of monitoring on primary education service delivery in Pakwach district. Methods: The cross-sectional survey study design with a mixed method approach was adopted for the study. Structured questionnaires were developed by researcher for data collection from a sample of 106 respondents. Frequencies, percentages, mean and standard deviations were used to describe the variables while correlational analysis and digression analysis were used to determine the relationship and effect respectively. Results: This study concluded that the goal setting has a negative and significant effect on primary education service delivery in Pakwach district. This study concluded that identification of priorities had positive and significant effect on primary education service delivery in Pakwach district. The study concluded that participation in program implementation did not have significant effect on primary education service delivery in primary school in Pakwach district. Conclusions: The study concluded that monitoring has negative and significant effect on primary education service delivery in Pakwach district. The study recommendation that there is need to re evaluate the goal-setting process in primary education service delivery in Pakwach district that may consider a more flexible and adoptive approach that takes into account the specific context and needs of the district. Recommendations: The study recommended that there is need to encourage and strengthen the practice of identifying priorities in primary education service delivery in Pakwach district that may develop a systematic approach for identifying and addressing key priorities, involving relevant stakeholders such as educators, administrators, and the local community. The study recommended that there is need to explore ways to enhance the effectiveness of participation in program implementation in primary schools in Pakwach district, that may involve conducting further research to identify specific barriers to effective participation and developing targeted interventions to address these issues. The study recommended there is need to re-assess the monitoring mechanisms in place for primary education service delivery in Pakwach district in order to identify and address the specific aspect of monitoring that are having a negative impact, such as potential inefficiencies or misalignment with the educational goals. This paper examines the effect of budget execution on health service deliver in Lira district, northern Uganda. We sampled two government-aided health Center IVs of Amach and Ogur in Lira district. We adopted a case study design and employed a mixed method approach. We sampled 78 respondents out of 96 health workers which included administrators, finance department, health workers, and health unit management committee. Simple random sampling technique and purposive sampling, were used to select the respondents. We used self-administered questionnaires to collect quantitative data and an interview guide to collect qualitative data. We used descriptive and inferential statistics (correlation and regression) to analysequantitative data andcontent analysisfor qualitative data to supplement quantitative data. The findings revealed a statistically significant positive relationship between budget execution and health service delivery (R = .718; p-value) and 51.5% (R Square = .515) aggregate effect of budget performance on health service delivery. These findings imply that budget performance is likely to register over 51.5% variations in the health service delivery meaning there are other factors that account for about 48.5%. However, budget monitoring is more influential in predicting changes in health service delivery. The findings further revealed that budget execution process and monitoring had significant effects on health service delivery. We conclude that budget performance significantly affects service delivery in health CentreIVs in northern Uganda. This paper contributes an original empiricalevidence of the association between budget performance and health service delivery in northern Uganda. In order to improve health service delivery, Lira district Local Government should considerincreasing financial supportto Health CentreIVs and strengthen budget monitoring.Item The nexus between the traditional system of governance and the local government system in Karamoja, Uganda(Commonwealth Journal of Local Governance, 2021) Obonyo, Jimmy Francis; Muhumuza, WilliamIn the 1990s several countries in Africa adopted decentralisation policy reforms that coincided with a renewed interest in traditional institutions. This development has since sparked an intense debate on the compatibility of traditional systems of governance with decentralisation. The present article documents a case study conducted in Uganda’s Karamoja sub-region, a stronghold of traditionalism despite local government reforms. It concludes that although the traditional system of governance could help to link local communities with the modern local government system, the two structures have not been harmonised. Instead, they run on parallel and contradictory paths, which has had negative consequences for local governance and service delivery. The paper advocates blending the two to form a hybrid system in which they complement each other rather than being a source of conflict.Item The role of guidance and counselling in shaping the behaviours of learners in secondary schools in Kole District : a case of government-aided schools.(Lira University, 2024) Koli, Susan; Obonyo, Jimmy FrancisBackground: The study examined the role of guidance and counselling in shaping the behaviours of learners in secondary schools in Kole District owing to the fact that there is currently limited empirical data on the two study variables. The study was set to examine the role of educational guidance and counselling; to assess the role of vocational guidance; and to examine the role of personal guidance and counselling in shaping behaviours of learners. Conducted in the months of May, June and July 2023, the study is expected to contribute to the empirical information on the study variables. Guided by the robust model of moral realism and the behavioral change theories, Methods: The study used a cross sectional design and adopted a mixed method where 88 respondents were sampled using simple random and purposive sampling techniques. Qualitative data was collected using interview guide and focused group discussion while, Quantitative data was collected using questionnaires which yielded a 93.1% response rate and was analyzed using IBM SPSS version 23. Findings: The results indicate that the correlations between bahaviours of learners and educational guidance and counselling is positive, very strong and significant at 0.05 level; vocational guidance and counselling is positive, substantial and significant at 0.05 level; and personal guidance and counselling is positive, strong and significant at 0.05% level. The qualitative findings established that education guidance and counselling is significant in improving the concentration of learners in academic disciplines, vocational guidance and counselling is significant in enhancing career choices for learners in secondary schools and personal guidance is significant in solving some of the social and economic challenges among learners in secondary schools. Conclusions: The study concludes that educational guidance and counselling plays a significant role in shaping the behaviours of learners; vocational guidance and counselling plays a moderate role in shaping the behaviors of learners; and personal guidance and counselling plays a significant role in shaping the behaviours of secondary school learners in the study area. Recommendations: The study recommends that stakeholders in secondary schools should consider having a standard package for educational guidance and counselling; provide standard and a pre-determined packages to aid staff who are involved in offering vocational guidance and counselling; and improvise a platform upon which learners can highlight or present their social, economic and personal challenges. Future research can be considered on the factors that are limiting the successful implementation of guidance and counselling in secondary schools. Keywords: Guidance and Counselling, Behaviour of learners, Secondary Schools, Kole District, Government-aided Schools.Item Staff Motivation and Health Service Delivery in Apac General Hospital, Apac District(Lira University, 2023) Ongom, Emmanuel; Obonyo, Jimmy FrancisBackground: The study investigates the influence of staff Motivation on health service delivery in Apac General Hospital. This study was anchored on the Herzberg two-factor theory of motivation which was postulated by Herzberg in 1964. It states that there are some factors in the workplace which cause job satisfaction, while a separate set of factor cause dissatisfaction, and that all of these act independently from each other. Methods: The study employed a descriptive case study research design. A mixed approach combining both quantitative and qualitative method was used in the study. The researcher collected data using a structured questionnaire with a five-point Likert scale type that measured the responses of 105 participants for quantitative purposes and an interview guide for qualitative purposes using key-informant interview. Data was analyzed in terms of descriptive statistics, Pearson correlation, and linear regression using SPSS version 20 and Abstraction analysis for qualitative data. Results: The study found that there is a positive and significant relationship between intrinsic motivation and health service delivery. Its provision increased health service delivery by 14.0%. The study findings also showed a positive and significant relationship between health workers’ extrinsic motivation and health service delivery (coefficient of 0.29 and R2 of 0.88). The study concluded that the provision of extrinsic motivation to staff increased the rate of health service delivery by 8.8%. Additionally, the study found that the recent salary enhancements for health workers has led to a small increase in the level of health service delivery by only 3.4%. The regression coefficient of 0.18 revealed a weak positive correlation between recent salary enhancements for health workers and health service delivery. Conclusions: The researcher recommended that the government should further increase salaries for all staff in the health sector and that the district should conduct routine supervision of health workers as they perform their duties. Finally, hospital administrators should make payment of incentives, provide staff supervision, provide accommodation within hospital settings, encourage teamwork and give rewards to the best performing health workers so as to improve service delivery. Keywords: Staff motivation, Health Service delivery, and Apac general HospitalItem Teacher’s Motivation and their Performance in Selected Government Secondary Schools in Lira City(Lira University, 2022) Ebong, Peter; Obonyo, Jimmy FrancisBackground: This study investigated the influence of a teacher’s motivation on their performance in selected secondary schools in lira city. The study employed a cross-sectional and case study research design. Methods: A mixed approach combining both quantitative and qualitative methods was used in the study. The researcher collected data using a structured questionnaire with a five-point Likert scale type that measured the responses of 113 participants for quantitative and an interview guide for qualitative using key-informant interview. The theoretical model was deduces using Maslow’s (1943) hierarchy of requirements, which states that people must first meet their basic needs when motivated before meeting their self-actualization. Data was analyzed in terms of descriptive statistics, Pearson correlation and robust regression using SPSS version 20 and abstraction analysis for qualitative data. Findings: There is a positive relationship between teacher’s motivation and performance. The results indicated that teacher’s motivation enhanced teacher performance by 31.8%. the results also revealed that teachers were fairly satisfied with financial incentives (mean=3.30, SD=1.137) whereas the study found out that teachers were satisfied with non-financial incentives (mean=3.71, SD=0.943). the overall key indicators for performance measurements revealed the level of teacher performance to be moderate (mean=4.14, SD=0.623). Additionally, the study found out that there is a reciprocal relationship between teacher’s motivation and their performance to the effects when they are motivated, their performance is high and vice versa. This accounts for the variation in academic performance from one school to another. Conclusions: Conclusively, both qualitative and quantitative findings revealed that the level of teachers’ motivation and performance in secondary schools in lira city were moderate and there was positive and significant relationship between teachers’ performance and motivation. Recommendations: Therefore, the study recommended that the government should increase salaries of both arts and science teachers by 100% equally; the district should conduct monthly supervision of teachers as they perform their duties. Finally, schools should ensure regular payments of incentives, staff supervision, provide accommodation, teacher capacity building, team working and involvement of teachers in planning and decision-making process so as to improve motivation of teachers to a higher level.
