Item Agricultural policy frameworks and the agricultural sector in Uganda: Analysis of the plan for modernisation of agriculture(International Journal of Pure Agricultural Advances, 2023) Mwesigwa, David; Oguta, James; Acanga, AlfredThe aim of this study was to evaluate the Plan for Modernization of Agriculture’s effectiveness and offered suggestions. Accessible literature has chosen to deliberately modernize agriculture and acknowledged the necessity to emphasize poverty reduction as a key component. The method for this paper was a review of secondary data on accessible empirical as well as conceptual resources on the agricultural policy frameworks in Uganda encompassing the gathering of information from obtainable resources. The findings suggest that agricultural policy frameworks are essential for fostering transformation in the industry. Prior efforts to combat poverty have concentrated on the policy content and disregarded other factors, such as community livelihoods. The study assumes collaborative arrangement between local stakeholders, including those who might otherwise be targeted, in determining the success (or failure) of prior interventions and training them to deal with the problems that have hampered their effectiveness. It can be noted that for Uganda’s agricultural transformation to be successful, a thorough study should be made of all the policies that have been put in place since 2000.Item Community based Monitoring and Education Service Delivery: A Case Study of Primary Education in Ogur Sub-County, Lira District Local Government(Lira University, 2023) Masika, Rusia; Oguta, JamesBackground: The purpose of this study was to investigate the influence of Community based monitoring on education service delivery. It was guided by three objectives that is, to examine the effect of community mapping on primary education service delivery, effect of community participation assessment on primary education service delivery and the effect of information delivery by parents to education stakeholders on primary education service delivery in Lira district. The stakeholder theory developed by Freeman in 1984 served as the study’s foundation. The theory reflects and demonstrates how administrators and other institutional stakeholders work to overcome the problem impeding their effectiveness. Methods: A descriptive cross-sectional design and technique of gathering both quantitative and qualitative data were employed. The information was gathered from 219 respondents in Ogur sub-county using a questionnaire built using a three-point Likert scale and a structured interview guide. Reliability was ensured through test and retesting questionnaires and face validity was performed. Data was analysed in term of descriptive statistics, correlation and linear regression using SPSS version 20 and Abstraction analysis for qualitative data was done. Results: The study found out positive and significant relationship between community mapping and education service delivery. The study also found out positive and significant relationship between community participatory assessment and education service delivery. Information delivery and the provision of education services are positive and significantly related. Recommendations: The researcher recommended that the government should provide more funds on community-based monitoring. Finally, it is necessary to undertake instructor monitoring by both parents and inspectors since working without supervision is useless because majority of workers abuse the right to self-supervision. Generally, the study established the influence of Loan administration and Financial Performance of SACCOs in selected district in Lango sub-region. Generally, the study established the influence of Loan administration and Financial Performance of SACCOs in selected district in Lango sub-region. The specific objectives of the study were 1) To established the effect of Loan administration and Financial Performance of SACCOs in selected distracts in Lango sub-region, 2) To analysed the effect of loan administration and financial performance of SACCOs in selected district of Lango sub-region and 3) To investigate the effect of Loan administration and financial performance of SACCOs in selected districts of Lango sub-region. Methods: The study utilized cross-sectional design supported by qualitative, quantitative approaches and pragmatic philosophy. The target population was 1692 people and the researcher sampled 327 respondents recruited from the selected SACCO’s using simple random and purposive techniques. The respondent included the registered members of SACCs, commercial officer, and SACCO’s management committee. Qualitative data was collected using interview methods while questionnaires were used to collect quantitative information. Data analysis was computer assisted using SPSS version 26 for quantitative data, statistical methods such tabulation, description statistics and regression analysis were performed. While qualitative data was analysed for themes, words and quotation. Findings: The findings shows that loan lending has a statistically significant effect on financial performance of SACCOs in selected district in Lango sub-region F (1, 308; F=30. 188, P-value=0.000). Similarly, loan security had a positive and statistically significant effect on SACCOs financial performance in (B=-301, P-value 0.000). Finally, the study disclosed that loan monitoring has a positive and statically significant effect on SACCOs financial performance (Beta =-396, P value = 0.000). Recommendations: The study recommends that policy-makers especially the line ministry such as Cooperatives, ministry of Trade, local government officials, parliamentarian should enact laws and policies which can enable SACCOs to effectively distribute loans, and have them recovered. Government of Uganda, should therefore facilitates the operation of SACCOs with some funds to help to lend borrowers and get involved in numerous projects and program.
